WOMEN’S RULES

WOMENS’ DIVISION RULES AND REGULATIONS
Team Eligibility

a) All teams representing a North American First Nation are eligible to participate in the tournament of champions.

b) All teams participating in the tournament of champions must use players, coaches, managers who are registered band members of the First Nation they represent.

c) All First Nations teams will be allowed to pick up a total of 3 players (Status or Métis).

i. Communities with adjoining borders and a total registered population (of both communities) of not more than 1,800, can enter a team under the one host community name plus 3 additional pickup (2015 Revision)

ii. Communities intending on using the adjoining boarders rule must submit their adjoining communities 10 days prior to the registration deadline

d) All teams are required to provide a complete team roster, with each player`s name and Indian status registry number and a photocopy of the players status card, required on request.

e) Team Officials are required to carry a band membership list.
Player Eligibility

a) Players must be Female to participate in the Womens’ Division

b) The North American First Nations Hockey Tournament of Champions is a First nations status tournament, pursuant to the provisions of the Indian Act Registry

c) All players are required to carry their Indian status cards at all times and are obligated to produce the ID when requested.

d) The Tournament Committee may be checking status cards before the start of each team`s first scheduled game.

e) Status card checks will be done at random, throughout the course of the tournament.

f) Any undue delay in producing a proper ID in the course of the game will result in a delay of game penalty.

g) Any player who cannot produce proper ID, pursuant to a protest will be suspended from the tournament and shall cause the team an automatic forfeit of the game, and allows for the committee to check all players on the roster.

h) Teams that have not paid their entry fee IN FULL will not be permitted to play. The onus is on the teams, players and coaches/managers and not the tournament officials, to comply with this rule.

i) It is the responsibility of the team/coaches/managers to procure the required waiver and not the tournament officials.

j) Métis players ( pickups ) must produce a valid Métis ID card or acceptable lineage documentation to be eligible to play on a First Nations team

Entry Fee

a. Entry fee of $ 1,500.00 must be paid in full before March 11, 2016.

b. Entry fees paid in FULL by February 26, 2016 will receive 8 additional player passes.
Injuries

a. Injuries to any player, team official, or others will not be the responsibility of the Tournament and/or its organizers.

b. This is a “Play at your own risk” tournament.

GAME DURATION

a) All games will have a one hour and fifteen minute time limit which will include ice maintenance.

b) All games shall be two periods of play with 1 minute between periods.

c) The first period shall be 20 minutes of straight time and the second period will be 25 minutes of straight time, with no ice resurface will be done between periods.

d) Stop Time will be applied in the event of a 2 goal `spread in the last 2 minutes of the last period.

e) Only referee`s can instruct the time keepers, when to start and stop the clock.

f) All games will start as per posted game times.

g) In the event a team is not ready to begin as 5 minutes has expired on the time clock, one goal shall be awarded to the team present, if deemed ready to play by the referee. (One goal shall be awarded to the team present for every 5 minutes of game delay).

h) If the opposing team is not iced at the end of the first period, a 4-0 win will be awarded to the team present.

i) In the event of a tie at the end of the regulation time, during regular games, a `Shoot out of 3 equal shots per team will be called. If it is tied after 3 equal shots, a sudden death shoot out will be used to break the tie (1 shooter at a time until a winner is declared) A full rotation of players on the team will be completed before the same players can shoot again…

j) MERCY RULE: If there is a 10 goal `spread any time during the last 10 minutes of regular games, the game shall be called.

k) At the conclusion of each game, the visiting team shall exit the ice first. The home team shall remain at their respective bench area until instructed by the referee to exit.
EQUIPMENT RULES

a) All players must be properly dressed with Hockey Canada approved equipment.

b) All players are required to wear helmets at all times and properly fastened/secured.

c) If a player loses his helmet during play, he must either pick it up and fasten it on properly and resume play or proceed directly to his respective player’s bench for a player change.

d) An opposing player cannot deliberately move a lost helmet; however a team mate may assist in the recovery of a helmet.

e) A minor penalty will result in the infraction of these rules.

TIME OUT – RULE

a) Each team will be allowed one (1) 30 second out in the last period of the game.

TEAM ROSTERS

a) ABSOLUTELY no player can be added to the team’s roster after the second game.

b) Players listed on the first or second game sheet MUST play by the second game.

c) Team rosters must be submitted by March 11, 2016 identifying the following:

  1. Player Name
  2. Band represented
  3. Status number or metis number
  4. Identified as a pickup

d) Coaches/ Managers are required to ensure player’s numbers are consistent throughout the tournament.

e) First game sheet must indicate status number and pickups must be identified with “Pickup” written beside the player name

f) It is the responsibility of the teams to be organized systematically to comply with these rules.
TEAM COMPOSITION

a) Minimum number of players to constitute a team is six (6) players.

b) Of the six players (6), one player must be designated as the goalkeeper.

c) The maximum number of players is twenty (20).

d) Teams are allowed to have a designated coach and manager.
PROTESTS

a) All protests must be in writing

b) $ 150 cash bond (No personal cheques), shall be posted at the end of the FIRST PERIOD of any tournament game.

c) $ 150 cash bond for each player protested for eligibility or status.

d) Protesting team must post the $ 150 cash bond and identify the player/players in question before the Tournament Committee can consider the protest.

e) The referee`s will inform the Tournament Committee of the protest

f) The protest has to be filed through the referee`s clearly stating the nature of the protest.

g) The protested game shall l resume without further delay.

h) Protests will be heard at the end of the game and adjudicated by the tournament committee before the next scheduled game for the team in question.

i) Any player who cannot produce proper ID, pursuant to a protest will be suspended from the tournament and shall cause the team an automatic forfeit of the game.

j) Any player who cannot produce proper ID, pursuant to a protest will be suspended from the tournament and shall cause the team an automatic forfeit of the game, and allows for the committee to check all players on the roster.

k) Protests bonds will be refundable if the protest decision is favourable.

l) Protest bond will not be refundable if the protest is lost.

m) Tournament Committee`s decision will be FINAL.
NAFN GAME RULES OTHER THAN HOCKEY CANADA THAT APPLY TO THE TOURNAMENT

a) There is no body checking

b) There will be no red line.

c) Slap shots are allowed

d) Teams will change ends at the end of the first period.

e) Any player, coach, manager who gestures to injure any tournament official will be ejected from the tournament premises.

f) Match and/or Gross misconduct penalties will result in tournament suspension.

a. Match penalty is when a player would attempt to injure or deliberately injures another player such as a deliberate spear making contact, or cross check to head or check from behind into boards when player is unable to defend themselves, or spitting on an opponent. Injury may or may not be occur for a match to be assessed. With a match penalty the player is out of game and suspended until reviewed and a 5 minute time penalty is‎ attached putting his team down 1 man in penalty box for 5 minutes.

b. Gross misconduct is when a player makes a travesty ‎of the game such as giving the crowd the finger or basically making a mockery of the game. There is no time penalty so the team is not short but 10 minutes go into the books against his record and the player is suspended until reviewed by the committee.

g) Any player that attempts to injure any on-ice or off-ice official will result in a game ejection and an automatic tournament suspension and is not reviewable by the committee, no exceptions.

h) Any player involved in a fight during any game will be automatically ejected from that game.

a. Any player who instigates a fight in the last (5) minutes of any game will be suspended for the next game of the tournament.

b. A player involved in a fight for the second time in the tournament will receive a two (2) game suspension.

c. A player involved in a fight for the third time in the tournament will be ejected from further play in the tournament.

i) Stop time in case of injured player.

j) All games will start on time (only the referee can order the time keeper to start and stop the clock)

k) The Tournament Committee shall not accept team entries:

1) After deadline date for entries

2) Failure to remit full entry fees before deadline date.

3) Only Cash – Bank Draft – Money Order – Certified cheque is the acceptable method for payment of the tournament entry fee.

TO PROTECT PLAYERS AND TEAMS THAT HAVE A REASONABLE LEAD IN A `KNOCK-OUT SITUATION, THE CONTEST MAY BE CALLED BY THE REFEREE`S IF THE LOSING TEAM BECOMES OVERLY AGGRESSIVE AND UNRULY IN THE FINAL MINUTES OF THE GAME.

The North American First Nations Hockey Tournament of Champions Committee reserves the right to revise the tournament rules at their discretion. Teams will be notified to any revisions prior to the tournament.
TOURNAMENT PRIZE STRUCTURE:

a) 100 % PRIZE PAYOUT BASED ON TOURNAMENT ENTRIES

b) PRIZES WILL BE ADJUSTED ACCORDING TO THE NUMBER OF TEAM ENTRIES.

c) POSTER ADVERTISING PRIZE STRUCTURE IS BASED ON 8 TEAM ENTRIES.

d) ENTRY FEES ARE NOT REFUNDABLE
`O TOLERANCE RULE TOURNAMENT EJECTION

HE TOURNAMENT COMMITTEE RESERVES THE RIGHT TO EJECT OR SUSPEND FROM THE TOURNAMENT AND OR ARENA ANY PLAYER,COACH,MANAGER THAT INSTIGATES/ DISPLAYS CONTINUOUS ABUSIVE BEHAVIOUR IN AN UNSPORTSMANLIKE MANNER AND CONDUCT UNBECOMMING TO THE GAME OF HOCKEY GAME OFFICIALS,OPPONENTS AND THE TOURNAMENT OFFICIALS . REFUSAL TO LEAVE THE GAME AND OR ARENA WILL RESULT IN THE TEAMS GAME OR NEXT GAME IN THE TOURNAMENT BEING FORFIETED,

THE NORTH AMERICAN FIRST NATIONS HOCKEY TOURNAMENT OF CHAMPIONS RESERVES THE RIGHT OF REFUSAL FOR A TEAM DESIRING TO ENTER A TEAM, IN THE NAFN TOURNAMENT , BASED ON PRIOR TOURNAMENT VIOLATIONS OF:

A. Player / team conduct

B. Entry Fee payment irregularities

C. Threats to the Tournament Committee
